Redtech is helping our client with a Contractor search for a Senior IT Application Developer - ASP.NET Core, C#, and SQL Server, ideally with State or local Government experience.
Location - Remote, but must reside in the US
Target start date - Mid October 2026 - candidates must be available to start work on 10/12/2026
Duration - Mid October 2027
Schedule - Monday through Friday, forty (40) - 8 AM and 5 PM (Pacific Time)
Contract Pay Rate Range - $75 - $85/hr W2 - this range assumes full benefits participation
Pay offered to a successful candidate will be based on several factors including the candidate's education, work experience, work location, specific job duties, certifications and level of benefits selected etc.

Project Overview
CLIENT is undertaking a statewide modernization of its sign asset management workflow. The project aims to establish a sign ecosystem. It will feature a database having a crosswalk mapping a single global identifier to all corresponding system-specific identifiers. The project’s key objectives are to establish a sign ecosystem having a sign data Source of Truth (SoT) which includes a database crosswalk associating specific system identifiers to one global identifier (Asset Key) for each sign to enable collaboration across different business units.
The Senior IT Application Developer will design a means to generate an Asset Key from a globally-unique identifier (GUID), assign the Asset Key to new ecosystem signs, and retroactively assign the Asset Key for signs that already exist, allowing business units to query the SoT instead of performing manual lookups across other systems.
The developer will help the CLIENT data modeler design and implement the database crosswalk and other sign data schema.
The developer will design and implement a mediator component referred to as the Data Exchange Layer (DEL). The DEL will define endpoints systems can use to send IFC-centric sign data to and receive data from the sign ecosystem. The DEL will enforce sign change business rules and write pending sign changes to a staging environment.
Business units will submit sign data change requests to the ecosystem, where a Gatekeeper (approver) will either approve or deny the change. The developer will design the Gatekeeper component which will have a user interface, display staged sign data changes for review, let the Gatekeeper approve, correct, or reject member sign changes, and propagate approved sign changes to the ecosystem.
The developer will also implement cross-cutting features such as security, administration, and contextual help.
Required Knowledge and/or Skills
• Design, develop, and maintain web applications, REST APIs, and modular services using ASP.NET Core, C#, and SQL Server, Entity Framework Core or Dapper, HTML, CSS, JavaScript.
• Experience with source control (Git), code review systems, CI/CD pipelines, and automated testing frameworks.
• Experience with cloud deployment (Azure Web Apps, Azure SQL, Key Vault), REST API design, and modern .NET versions (6/7/8).
• Experience in full-stack development, including backend and frontend frameworks.
• Ability to collaborate with application, database, and network technical staff to engineer and implement solutions.
• Experience in defining API endpoints.
• Strong problem-solving skills and ability to optimize, enhance, and fix issues with existing applications.
• Implement business rules for sign change management, lifecycle enforcement, and audit logging.
• Collaborate with business analysts, subject matter experts, and technical staff to gather requirements and deliver solutions.
• Participate in project meetings, sprint planning, development cycles, demos, and retrospectives.
• Experience in enforcing business rules for sign changes; stage and review pending changes.
• Experience in developing workflow-related logic.
• Develop Gatekeeper component for reviewing, approving, correcting, or rejecting sign changes; propagate approved changes and maintain logs.
• Establish Source of Truth (SoT) to store approved changes and retrieve sign data by Asset Key or identifier.
• Assign and manage global Asset Keys for signs; cross-reference with member system identifiers.
• Create query mechanism for retrieving SoT sign data; provide user interface for direct queries.
• Implement authentication, authorization, admin configuration, and in-app guidance/documentation.
• Provide troubleshooting and maintenance during pilot phases.
• Implement authentication, authorization, and role-based access controls.
• Ensure compliance with data integrity, privacy, and auditability standards.
• Document endpoints, interfaces, and processes for users and maintainers.
• Contribute to in-app guidance, help documentation, and end-user training materials.
Desirable Knowledge and/or Skills:
• Experience with geospatial technologies (ESRI), BIM/IFC data standards, and large-scale SaaS/COTS software implementation.
• Prior experience delivering IT application development services to State of Washington or other state agencies.
• Familiarity with bSDD and IFC
• Familiarity with Agile or Scrum methodologies.
